Also among the Top 8 seeds are Venus Williams, Vera Zvonareva, Nadia Petrova, Caroline Wozniacki, Marion Bartoli, Dominika Cibulkova and Patty Schnyder.
Wildcards went to Dementieva, Americans Mallory Cecil and Alexandra Stevenson, and Russian Anastasia Pivovarova.
Venus Williams could meet India's Sania Mirza in her opener after a bye.
Serena Williams is unable to defend her title due to a thigh injury, which contributed to a first-round loss last week in Marbella. In last year's Charleston final, Williams edged No. 9 seed Vera Zvonareva 6-4, 3-6, 6-3.
